History of the Strategic Petroleum Reserve The Strategic Petroleum Reserve or SPR is an emergency stockpile of oil located in salt caverns in Texas and Louisiana Gulf Coasts. Crude oil is one of the most demanded commodities and prices have significantly increased in recent times. Two major benchmarks for pricing crude oil are the United States' WTI (West Texas Intermediate) and United Kingdom's Brent. The differences between WTI and Brent include not only price but oil type as well, with WTI producing crude oil U.S. crude oil production, particularly from light sweet crude oil grades, has rapidly increased since 2011. Much of the recent growth has occurred in areas such as the Permian region in western Texas and eastern New Mexico, the Federal Offshore Gulf of Mexico, and the Bakken region in North Dakota and Montana. During the American Civil War, the oil-producing region spread over much of western Pennsylvania, up into western New York state, and down the Ohio River valley into the states of Ohio, Kentucky, and the western part of Virginia (now West Virginia).
